What is the best way to learn technical tools for tech writing? There are so many and I just know the basics..

I suggest going for a crash course on tools at a tech writing institute. Once you are familiar with the interface, get some free licences, install it on your home machine and start experimenting. Maybe you could create a written sample using these tools and these samples could be used in your job interviews as well.
